He took 6 pictures in the sub on his personal cell phone. Later he destroyed his computer, camera and memory card. But pieces of his computer was found in woods on his relative's property. I think it is effective because the Legislative branch has the most people and two parties really have to work together in order to be responsible for the money.

I think it is effective because special session gives the president the opportunity to deal with emergent issues or something he thinks that is needed to be fixed. Otherwise, the Legislative branch may also refuse to confirm presidential appointments.
