This article makes it clear that the people do not support Trump's new tax plan. Weather this is accurate or not is hard to determine. Also, can enough public support stop a tax plan like this? I detected bias in this article because it didn't talk about what the tax plan does or those that are for it, it mainly focused on those against it. This is a Limit on the president's power and would fall under the public opinion. From this article most of the public would say either this is a bad idea or that it won't affect them. Without the public's support this was still able to happen, therefore either this article was wrong or the peoples opinion does not matter.
