The house of representatives are 435 elected members from 50 states, the senate are 100 senators elected from 50 states, 2 senators each state. Their term are all 2 years. This is mainly the process of step 5 to 8, because the main job they do is considering how the bills work and debate about them. If they think it's good then they'll vote, if it's not good, then they may reconsider and resubmit.

They charged different role from the beginning of making laws to the end of acting laws.
