There are many things that the public should now about the Executive branch, one being that the President does not have as much power as a person would think. The president may be able to veto a bill, but in history both branches have acted to limit presidential power.

If he committed a whole slew of crimes in his personal capacity, he’d be answerable to public opinion and regular justice, but not subject to losing his job. Many of the things he does are too subjective to be a reliable basis for impeachment. Although there may be many people that want the bill to pass, and even the public he could go agasint them all and veto a bill. In the past 80 years, authority on tariffs has left the legislative branch, as well as over all manner of properly legislative functions, has migrated to the executive branch, away from the legislative. The power to levy imposts has been inevitably wrapped up with matters of foreign policy, and foreign policy falls more clearly within the presidential domain. Congress, the branch of the people, handed it over because it screwed it up, again and again. A republic requires a legislature that can handle such tasks, and we simply do not have one.
