The puffer fish is one of the most poisonous fish. Puffer fish puff up for defense from predators even humans. Tetrodotoxin is the substance in them that make them taste bad. That substance is deadly too humans. It is more poisonous then cyanide. There is no know antidote for this Poison.

Also, why is it legal to be able to eat this fish if it so poisonous and risky to eat?

The men got warned their skipper that the eggs were very poisonous. Just only 30 minutes after they ate the fish eggs one of the men went into shock, threw up and died. This is a solution to this problem because it tells the risks of eating it and how it should be prepared before you eat it. It gives all the steps to know before you eat Fugu. They tell you to ask for the chefs license before they cook your meal so you know they have been certified to cook puffer fish. It also says to try different forms of fugu that use less poisonous fish and maybe to chose an alternate that is not poisonous at all. Which means no FUGU! it gives immediate signals and how to treat them and what to do when you start to experience it after you eat it.

Fugu is seen in the near future. Japan eats 10,000 tons of Fugu each year and that number will rise more and more in the future. With this being said it is very important you follow the very important steps of how you know your fugu is being prepared correctly before you eat it. With the number of fugu being sold it will keep increasing which will increase the number of fatalities in the future.
